The project seeks to scale IOM’s Pre-Evacuation Preparedness and Response Platform, to contribute to a well-informed preparedness and response to climate, environmentally related disasters in Latin America and the Caribbean through timely information. The availability of information on evacuation centres, like their location and civil protection provided will improve the humanitarian response to address the needs of the populations affected by hazards in the region. And the platform will strengthen capacities for disaster preparedness, optimise response times, and improve humanitarian efficiency.
Latin America and the Caribbean, one of the world's most disaster-prone regions, faces growing challenges in disaster preparedness and evacuation management, with critical gaps in cross-border coordination, real-time information sharing, and structured evacuation planning. The lack of timely, accurate information leads to devastating consequences: loss of lives, homes, and livelihoods, emphasising the need to address inefficient planning and weakened data in disaster coordination. Hence, the platform will enhance disaster preparedness data to ensure well-coordinated evacuations, reduce displacement risks, and protect lives.
The pre-evacuation platform will provide timely hazard information to affected populations while supporting government authorities, and in particularly civil protection offices, in planning effective response and mitigation measures. It will thus serve as a critical tool for humanitarian actors, offering real-time data in disaster preparedness and response. Moreover, the platform will strengthen community ownership by involving local actors in its design, roll-out and monitoring. Through sustained capacity-building and community feedback, the platform will serve not just as a technical tool, but as a locally embedded system of early action that places people, especially those most at risk, at the centre of resilience-building. |
