The Charter4Change is an initiative that aims to shift the way the humanitarian system operates to enabling southern-based national actors to play increased and more prominent roles in humanitarian response; during and after disasters or the outbreaks of violence.
The Charter4Change outlines a number of commitments intended to strengthen the capacity of local actors, increase transparency within the sector and emphasise the importance of national actors in humanitarian response. Thus, signatories are encouraged to play an active part towards a more locally-driven humanitarian system by changing the way that they work, with a goal to pass on at least 20% of their own humanitarian funding to southern-based NGOs.
Many studies have shown that a local capacity is often significantly under-utilised, under-valued and overlooked by larger international organisations. Locally-led response are faster; more tailored to local contexts, by saving more lives and alleviating the suffering of many more women, men or children. They are the first to get aid to those who need it, adding to the fact that they have the knowledge and relationships with people, and understand their communities.
Local agencies, whether civil society or government agencies, are to lead humanitarian responses, they make sure that help gets to people who need it fast. International Organisations should support them so that they can do this at large scale. C4C is thus committed to work with local organisations as genuine peers to deliver a better support that people need when faced with conflicts and disasters. |
